Back aboard, Daran stepped off of the transporter. "Nathan, can you get this data to PO Kalan Ajus and tell her that she needs to begin an analysis of these records, quickly?"
Nodding, Nathan accepted the PADD and tucked it in his medkit. "Are you expecting to find anything specific of haven't you formed a hypothesis yet?" he querried out of curiosity. "I'll get it to her right away for analysis, and I'll help her if she needs assistance."
Daran nodded, then quickly remember a question that Nathan had asked on the surface. "I'm sorry Nathan, I never answered your question. What tricorder reading was so odd?"
"Watch," Nathan replied as he opened and activated his tricorder, taking a few readings of Jefferson's transporter room. Showing the data to Daran, he pointed out a few specific readings. "See this here? I'm reading dirt and even dust. Now if we look at this reading..." He showed Daran a reading taken while he'd been in the arboretum. "Here I measure even more dirt and dust. But here..." Now he called up the reading he'd taken down planet. "...look at this here. See? No dust, no dirt, no airborne particles anywhere. I don't understand but I find it very curious. I've never seen this before."
He left Daran to mull his thesis over, while he walked back to sickbay. "Miss Ajus are you in here?" he called as he entered the laboratory, "I've some data Doc Keller would like you to have a look at. If you need assistance, I'll be in my office. I've got some data of my own to synchronise and look at. If you have a little time later, I'd love to hear your opinion on this."
As he turned to leave, Nathan collided hard with his own chief nurse. "Oof," he murmured, "where were you going in such a hurry Hannah?"
Hannah took a few deep breaths as she dusted herself off. She reached up for Nathan to help her up and allowed him to briefly check her over. "I've got a few tests running in the lab," she answered, smiling secretly "why?"
"Oh, nothing," he answered just as mysteriously, "I'll see you at our staff meeting then. I'll be expecting a report on that experiment of yours. I've got some work to do now...perhaps you too could help me out later. I've got to convince Daran that something's wrong down there...and I've a thesis.."
He poked his head back in the lab. "Please have the first results ready for Doc Keller within the hour," he called after the PO, before retiring to his office.

Jeff and Raleva walked down the street with the Primary Examiner. it was eerily quiet, but they could see people walking around in the tall spindly buildings rising to the sky.
"Perfectly insulated- sound and weather proof." Emm noted, noticing Jeff's attention. "And there is very little traffic on the surface, we use transporters now."
Jeff nodded. "Our cultures must have evolved very differently. Many humans like the trip just as much as the destination. I don't quite understand why myself..." he broke off. "Why exactly are we walking? You have powerful transporters."
"You must understand that these are a new science to us- you must make sure that they are safe for you first."
As they spoke, a low appeared to their right. Turing, they were just in time to see the transporter effect. The shimmer was purple, seemingly sliding down from the sky with very few sparkles- just a beam of light.
"Log distance transports have a higher wavelength. That was one of the highest ones." Emm nodded as the Woman who just beamed down walked into a building. "As things stand right now, I can't tell you the exact distance is, but that one was at the upper end of our range, and unless I am mistaken far beyond your range."

Raleva sidled up next to Jeff and peered up at the Ethelonian examiner. She was huge, well ... this could have been because she was not exactly a giant. She kept her eyes down so as not to draw anyone's attention. She pulled her tricorder and did a general scan as the woman appeared in the distance. The readings were incredible, some were even beyond Raleva's understanding. She glanced up at the Examiner who flashed her a rather severe glare. She smiled weakly and closed the tricorder ... but not completely. The scan remained active even as she slid the whole mechanism back into it's holster.
"Hmm, well, is there any chance we would be able to perview some of those figures? The Federation as a whole is most interested in your technological capabilities. Your culture would be the first members without warp capability to be admitted," Raleva said weakly before smiling the most disarming smile she had available at that moment, the Examiner responded with a grunt and a grimace, "Of course, we are always interested in new things?"
The Examiner moved closer to her in the creepiest way possible, without moving anything but the very bottoms of her feet. She leaned over Raleva and the science officer subconsciously sidled closer to Jeff.
"Of course, those figures will be more than available ... later," the Examiner replied coolly, "Please, follow me."
Raleva turned to Jeff with an astonished look on her face, "Well, first impressions?"

Primary Conveyor Nilas got the group moving from the main communications chamber towards the nearest transporter area. He had so far been unable to figure much out from his guests. The reports that he had heard from various aliens had described the Federation as an untrustworthy group, warlike and short tempered. However, so far they had been all right. They were also unarmed, a condition that Nilas had been told never happened. Perhaps those other things were incorrect as well.
He motioned his guests onto the large pad, then he, his brother and their Upholders all joined them. The Federation representatives looked around, quietly counting the group to themselves while Nilas looked on, hoping they were impressed. He had been told that there was a limit to the number of humanoids that their transporter systems could process at once. A standard Ethelonian planetary pad could easily handle up to 40, and double that in emergencies. He nodded at the operator and the group disappeared, rematerializing at the Colloquium building.
"This is the Colloquium building, secondary home to our leaders," Nilas said," the greeting will be held here." Nilas said. The group started moving again, with the Federation representatives glancing around the area. This was easily one of the most impressive buildings on the planet, beaten only by the grandeur of the Central Palace, where Nilas and the rest of the Royal family lived. The Primary Conveyor was not really looking forward to this meeting between the Federation and some representatives of the Colloquium. Although the Colloquium was elected by the populace, it had very little power, and seemed to be constantly scheming to get more. The present Chief of Council, Li Ther was very bad for that, and Nilas privately thought that Ther would like nothing better than to overthrow the Royal family.
One of the Federation representatives interrupted his train of thought. "It's a very remarkable place, Conveyor Nilas," Matt remarked.
"Primary," Nilas responded.
"Sorry?" Matt asked confused.
"I'm Primary Conveyor Nilas, I will be addressed as such or not at all," Nilas said taking offense to Matt's unknown rudeness.
"Of course Primary Conveyor Nilas, I meant no offense,"
Nilas nodded, not overly offended. He had known a large number of offworlders and they didn't seem to catch on to Ethelonian ways very well. However, Nilas had to hide his emottions for now. They were getting close to the meeting place.
The group turned a corner to see a small group of ornately gowned Ethelonians standing there. Immediately, and unsurprisingly to the Primary Conveyor, the sound of Li Ther voice filled the Hall. "We the Colloquium, welcome our friends from the United Federation of Planets," a male in the middle of group responded," we look forward to a long and trusted friendship."
Zhukarak eyed each one of the Ethelonians that represented the Colloquium. He already knew that this was more a body of advisors to the ruling family and that they alone had no power. The speakers voice disturbed Zhuk, as it did Theel'zhiin whos feelings of mistrust did not go unnoticed by his master. Zhukarak returned the greeting. "We thank you for your hospitality. We also look forward to a long and trusted relationship, one that will be earned as it is received." ~The ball is back in your court.~ Zhukarak thought, he briefly remembered that this human phrase had something to do with one of the many games humans play. It seemed appropriate as diplomacy was much like a game played by opposing sides.
Nilas noted the cautious response of the Federation representative. It seemed that they were aware of exactly who held the power in this room, and it wasn't Li Ther, or any other member of the Colloquium.
Li Ther seemed to note that as well, but made a very unexpected and unauthorized request. "For the sake of convenience, perhaps the Federation representatives, the Primary Conveyor and the Colloquium could all meet right here. I have had an area made up in one of our official meeting rooms."
Primary Conveyor Nilas was enormously angry, although he did his best to hide it. Li Ther was trying to hijack the negotiations, hoping not only to sit in but try to take the lead. Perhaps he was hoping that the Primary Conveyor would be too afraid of jeopardizing the negotiations to take issue, but in that, the Chief of Council was mistaken. "I'm afraid not, Council Ther. We have a schedule to keep, and the Colloquium has had all of the time allotted to it. However, we will speak later" Nilas said coldly, and the Upholders became tense at the sound of his voice, glaring at the small group of Ethelonian Council members.
"I look forward to that" Ther said in an equally frosty tone.
Quickly, the Primary Conveyor started to usher the Federation ambassadors back the way they had come.

Daran examined Nathan's tricorder readings. "No dust, how can a planet have no dust?" he asked rhetorically. Daran thought for a moment. "We were transported to a medical area. Perhaps they can control contaminants. That might be true if they don't know what this disease is. In that case, the entire area might have been sterilized against...whatever it is." Nathan nodded, not entirely convinced, but realizing they didn't have enough information.
"Do you think that we should look into it?" Nathan asked.
Daran paused as he thought, then nodded. "I think so, if for no other reason than to see if they can establish large sterile fields in the open. I'm not aware of that ability in the Federation. Someone would probably find something like that useful. I imagine that we are going to send in a number of survey teams to complement the treaty negotiations. Ask them to quietly take some readings to see if this no dust thing is consistent over the surface."
Nathan nodded then left to take the computer records to PO Ajus.
Daran watched him leave, then turned to the transporter officer. "Are there any prohibitions against beaming down?" he asked.
"No sir" the man replied. "In fact, the Ethelonians have extended an open invitation to any Jefferson crew member to visit the planet."
Daran shrugged. He wanted to see some of the planet for himself. The Ethelonians he had met so far had seemed a little odd. He climbed back onto the transporter and said "Energize".

Ral was in the wrap up of his briefing and looked at Fellana, Quinn and Emman.
"OK, it's going to be business as usual. Fellana, this is the list of prospective candidates from the Jefferson. They're all science or medical personel." Ral stepped over and handed the Orion woman a PADD. She took it and started to scroll through them, memorizing faces, names and backgrounds. Ral continued to stand, staring down at her until he realized what he was doing, gave his head a shake and walked back to the desk. Fellana was beautiful, even for an Orion, but this was business.
"Quinn, you'll run cover for her when she makes contact, and I'll be backup for both of you. Make sure nothing happens and that she gets away clean. Emman, monitor comm traffic between the ship and planet and call in if anything unusual comes up." The Xakdorn smiled eagerly, but the quiet human nodded, and returned to his favourite pastime of cleaning his immaculate fingernails with a sharp knife. Ral sat down at his desk, looked out at his team and waited until Fellana looked up.
"So, any questions?" he asked.
Fellana turned her head sideways slightly and said "Do you care which one I get?"
Ral shook his head. "Not really. Just make it better than the last one. And make sure that he gets the full dosage. The results that last miserable Ferengi got us barely paid enough to get us to this miserable system. I want a real score this time. Something that we can sell for a lot of latinum. That should get us back to the centre of things. This planet has been terrible for good targets. With the facilities of a Starfleet vessel, whoever our target is should come up with something good."
Fellana frowned prettily. "That wasn't my fault. I couldn't tell he didn't swallow the last drink. There must be a Law of Acquisition that covers that."
Quinn snickered, then looked up at Ral with a crisp eagerness in his eyes. "Did you want me to make plans to get onto the ship in case we need to? This is Starfleet after all. They're slightly less dumb than our normal targets."
The leader of the little group hesitated. There was close to a thousand crew on that ship, while he had only four people. He wasn't really interested in getting into a confrontation with them, but they really needed this score to get them back up into the top echelons of the other side of the law, and that always required some risk. His team had been on the margins for too long. Eyes hardening, he decided. "Yes, make those plans. We'll need contingencies for recovering whoever Fellana gets, whatever data they create, or any of us who are captured."
Quinn smiled cruelly. He had hated Starfleet ever since they had abandoned him on Cardassia. A chance to get back at them was welcome. He glanced over at Emman, who had an equally eager look on his face, but the reason for his eagerness was the challenge of breaking Starfleet security, not revenge. Together, he thought the two of them could crack the security of that ship like an egg.

Primary Examiner Emm walked ahead of the two Federation scientists as they whispered among themselves. Emm wasn't really sure what to make of the two of them. The woman seemed very unsure of hersef. It's obvious she was a scientist first, with diplomacy a distant second at best. The obvious scan with that device at her hip was proof of that. Privately, the Examiner wished that she were the same. Her job was more politics and paper shuffling now, the days of pure research long gone. The human male made her nervous. He seemed to watch everything, but said little.
The three of them continued to walk through the halls of the research building, finally arriving at a large open room. Examiner Emm turned to the two humans. "This is our Central Repository. It contains a large amount of the research that we have conducted over the last 20 generations into transporter technology. I understand that you wanted access to it."

The Primary Examiner nodded. "Much of this data is sealed as confidential, but if you wish to examine the present status of our transporter technology, this is the place to do it."

Scene: Colloquium Building, City of Thelon, Ethelon III
Matt had the distinct impression that the council and the royal family wanted to tear each other to pieces. He was sure that even a dead person could tell that Li Ther's smile was insincere. Yet for some reason, Matt was drawn to the leader of the Colloquium. The man was a politician which meant he was a liar, cheat, and all around scum of the universe, but from what Matt knew he wanted his people to prosper. Matt wasn't naive enough to believe that the Federation was always the answer.
Nilas visibly angry now ushered them away from the the colloquium and continued on the tour. The group entered into an elevator which presumably would lead them to the Royal family. The short encounter with Li Ther seemed to destroy the entire conversation, but it didn't stop Matt from enjoying the view. Like all capitals it was bustling with activity, but it didn't take long to see where the power was. In the distance you could see palaces of all shapes and sizes. A few reminded him of the Belvedere palace in Vienna, one resembled the Peterhof Palace so much that if he didn't know any better he would sware that he was on Earth.
Matt was pretty sure that those grand houses were the homes of the Royal Family and of the richer families of Ethelon. Every civilization was different, but showing off your wealth was something everyone seemed to do.
~Hopefully these people aren't full of themselves~ Matt thought as the elevator stopped and the doors opened.

Raleva looked around what appeared to be the largest library she'd ever seen. Having been amazed when she stood in the middle of the Federation's Main Repository once when she was fifteen she now knew with certainty that they really could build libraries bigger than a planet.
"I would be most interested in the earliest records, we are very curious as to how your civilization came across transporter technology before warp technology," Raleva replied still peering about, "As I said before, your culture is the first of its kind within the Federation. I have several information requests from other science and engineering officers throughout the fleet on my desk as well. Your culture has certainly captured our collective imaginations."
The Primary Examiner nodded. "Much of this data is sealed as confidential, but if you wish to examine the present status of our transporter technology, this is the place to do it."
Raleva looked at the Examiner with an almost hurt expression. She'd been dying to look at the first records and the first inventions. It appeared they would be denied access to such records. Of course, history and actual records were two very different things in most cases. Perhaps she could learn one side of the story that way.
"Hmm, I see, do you have histories available to view as well?" She asked plainly, "I should like to learn as much as I can and I've yet to meet any culture without a well documented history of it's own achievements."

After beaming down from the Jefferson, Daran had wandered the capital. There were no streets or sidewalks that one might find on most other planets. There were almost no other inhabitants walking, no vehicles. The few times Daran saw an Ethelonian, they were on their way to a transporter pad. There were a few who seemed to be out walking for enjoyment, byt there were few and far between.
Daran had gotten tired of walking and stumbled across an establishment called Drake's. It was a seedy little hole in the wall near the main complex of government buildings on Ethelon 3 that catered to non-inhabitants. The place did serve some native Ethelonian food, which Daran had tried and found completely inedible. He was having a Romulan ale to get the taste out of his mouth, something hard to come by in Starfleet, and the blue liquid was giving him a bit of a buzz.
However, despite the thrill of having something that was illegal in Starfleet, Daran was bored. This planet seemed to offer little in the way of entertainment of any sort. The only social activity seemed to be sitting down, drinking alcohol and watching pod racing, a sport that everyone in the place were completely intent on and seemed to run all the time. He would have been better off staying aboard the Jefferson and reading medical journals. His duties as CMO had put him behind on his reading, and there was an article on DNA resequencing that he really wanted to look at.
Not bothering to finish his ale, Daran paid his bill and stood to leave, but was bumped from behind which knocked his hand into his mug and spilled it onto the bar. Behind him, a glass fell on the floor and shattered, spilling liquid everywhere. Daran turned and nearly swallowed his tongue. A flustered looking, yet extremely beautiful Orion woman was standing there looking down sadly at her drink. She looked up at him and said "I'm really sorry I bumped into you. I spilled my drink."
Daran was normally terrible with women, espcially pretty ones, but somehow he managed to choke out "Entirely my fault. I should have looked around before I stood up."
"No, no" she said, throwing her hands up. "I should have been watching where I was going!"
Daran was trying very hard to keep his eyes on her face and not wandering elsewhere, so he barely noticed when he said "Why don't I buy you a drink to replace the one that was spilled?"
She smiled appreciatively, and Daran felt that smile all the way to his toes. "Only if you let me buy you one" she replied.

**Capital City of Thelon, Ethelon III** “I think that a union between your people and the Federation will be mutually beneficial. We appreciate your hospitality in allowing my crew access to your capital city, what better way to learn of one’s culture.” Zhukarak rose indicating to the others that they would continue this meeting another time.
“If you will excuse us, Primary Conveyor, we are going to retire for this day. We should give our scientists a few days for their research before we presume more talks.” Conveyor Nilas agreed.**USS Jefferson** Zhukarak was glad to be back home, aboard his ship. He did enjoy visiting the planet and couldn’t wait to see more, but it was the diplomatic talks that he didn’t care for. He was a soldier, not a diplomat. He was going to have to have a word with Admiral Lin about the types of missions he was pulling.
Looking over his command chair console, Zhukarak was looking over the tactical scans of the various ships that were coming and going from Ethelon. He couldn’t help but think that there was something out there…but what.
Zhukarak turned to the tactical officer manning the station, “Lieutenant Wilson, scan all vessels in the area. Keep an eye out for anything unusual…anything!” He turned towards Matt. “It is a feeling I have, just a feeling.”

Petty Office Ajus had been examining the data given to her by Dr. van Breughel. His request to have something for Dr. Keller "within the hour" had seemed reasonable at the time, but now it seemed like it might be days before she had something to work with.
It had started with the data module that she had been handed. Superficially, it appeared to be compatible with standard Starfleet interfaces, but after she had attached the module to her computer, the trouble had begun. After download, she had tried to access the data, only to find it to be an unrecognizable hash of characters, numbers and what might be pictures. Frowning, she tried to restart the process, but her computer had suddenly decided to stop working.
That had led her to calling in a tech from the Science section. He had taken one look at the result of her download and shaken his head. "They're storing their data in negatively charged electrostatic burst packets." Kalan looked at him blankly. "The storage medium is a magnetically sealed electrostatic matrix, with the data stored on the charged particles. The storage is very efficient, but when you download the information into an isolinear chip system like ours, the charge overloads the chips. You're going to need a complete chip replacement for this computer, and get the Ethelonians to download their information to a tricorder using a conversion matrix that includes a charge neutralization subroutine."
"Where am I supposed to get one of those?" Kalan protested.
"I can give you one" the tech said "but you'll have to go to the surface to get the data. You need to download it directly to the tricorder through the matrix."
The tech turned away and Kalan rolled her eyes. She was a researcher who had never been on an away team. Beaming down in a a first contact situation, was probably a bad idea. She tapped her communicator. "Ajus to Dr. Kellar."
There was a longer than usual wait until he replied. Kellar's words were a little indistinct, like there was loud conversation or music in the background. "Go ahead."
"I have a problem. We need to re download the Ethelonian medical data from the main archives on the surface." she reported.
There was another long pause, and Kalan distinctly heard a female giggle over the comm channel, causing her to look up in puzzlement at the speakers. "Sorry Kalan, but I'm off duty right now. Please contact Dr. van Breughel. Kellar out."
Kalan muttered under her breath regarding the occasional odd behaviour of senior officers and tapped her comm badge again. "Petty Officer Ajus to Dr. van Breughel"

Nathan too, however had just gone off duty. He had just settled down with a children's book on his lap, 4-year old Freddy sitting opposite of him and hanging on to every word Nathan was reading from the book. On his lap sat black and white Sox, while Tibbe lay beside him, purring happily as Nathan gently petted the young cat.
Both cats had grown considerably and Sox was going to be a very big cat. While the two cats belonged to the boy, Nathan was often left to caring for the two felines, and both cats would sooner come bother him, than be playful with the boy.

Nathan was cut off mid-sentence and the PO caught just the last few lines of that.
=^=What was that doctor?=^= she querried.
Nathan sighed audibly. "Nothing petty officer, I was reading a book to my son. What can I do for you?" He listened to Ajur delivering her report. "Unless you mind me taking my son and two cats to sickbay, while actually being off duty, I'll be right down. By the way, couldn't you have contacted Doctor Keller?" He caught Ajur muttering something intelligeable. "Never mind, give me a few minutes and I'll be right down."
The gynaecologist closed the book with a sigh and laid it aside. "Seems duty calls even when off duty," he murmured as he picked up Sox. "Get dressed," he told his son, "then get Tibbe. We're going to sickbay." Minutes later, father and son, and two cats were on their way to sickbay.
"What've you got for me?" Nathan asked as he approached the technician, after settling Freddy and the cats in his office. After being shown the data, Nathan tapped his combadge. "Van Breughel to Keller. While you're off duty, and by the way, so was I, I believe you'll be interested in reviewing this data. It's fairly important."

Scene: Bridge, Deck 1, USS Jefferson
The first official day of diplomatic talks would begin tomorrow morning. The grand tour had ended only a few minutes ago and the three of them had been transported back to the Jefferson. The experience was like no other transport he had before. He couldn't really explain it, but he knew the technology would be a great asset to the Federation.
It seemed like Commanding officer and First officer thought alike as they both headed towards the bridge. Both of them had some things to attend to and it seemed that they didn't want to wait and do it later. As Matt took his chair he couldn't help but reflect on what he had seen and heard down on the planet.
With all the opposing views, he knew someone would take drastic measures to get things done. The council would not sit doing nothing while the Royal family gained close ties with the Federation. Then again there was always the bigger picture. The Ethelonians had ties with other major powers. Could they be pulling strings in world politics?
“Lieutenant Wilson, scan all vessels in the area. Keep an eye out for anything unusual…anything!” He turned towards Matt. “It is a feeling I have, just a feeling.”
"It a feeling I don't like having sir," Matt responded as he looked at his commanding officer. " Someone is hiding something and I don't think it will bode well for us."

OOC ok now that i have reread the entire mission, its time to get back into this,

Cyle had an uneasy feeling from the moment he was beamed into the Ethelons "medical" area, something about that place was odd. He looked around constently, always trying to figure out what it was. Even when they had been beamed back onboard, it was still eating at him. He was going to find one of the doctors, but when he started looking, they were both of doing other things, Doctor Keller was off board, and doctor van Breughel was in his quarters.
Decideding that Doctor van Breughel was easier to reach, he took a chance, going to his quarters. When Cyle arrived, the doctor had left. "computer, locate doctor van Breughel"
"Doctor Nathan van Breughel is currently in sickbay"
rolling his eyes Cyle headed towards sickbay, something still itching at the back of his head. The doors whooshed open and Cyle stepped through. "Docotr, are you busy?" Cyle asked "Ah, slightly Major what can i do for you" he heard the doctor reply. "its about the medical area we were in on the surface, something didnt sit right with me, and i dont know what it was, did you have the same feelings?"

Nathan turned, still holding the PADD with data that Ajur had turned up. "Major?" he acknowledged the marine, thereby also asking him to elaborate on what he meant. When he didn't, Nathan motioned for him to sit down on the nearest biobed, since there weren't any seats in the area. He sat down on an opposite bed.
"I had some curious readings while scanning the area," Nathan admitted, handing over his tricorder to the marine. "There wasn't a speck of dust or dirt down there. Doctor Keller argued that they could be using a sterile field of some sort, but I haven't gotten any energy readings that suggest the presence of such a field. And Doctor Keller is down planet as we speak, and he isn't acknowledging my last page. PO Ajur has coughed up some funny data, and she can't read the data the Ethelonians have given us. In fact, it fried our console to such a state that engineering will have to come up to fix it."
He handed over the PADD as well. "I'd like both PADD and tricorder back as soon as you're done with them," he commented, "preferably with the data still on them. Now, what didn't sit right with you?"

"Examiner, what sort of Data is classified?" Jeff asked as they went into the building.
"Old Government records, mostly. Most Technological and Historical Data is available. You will have access to everything any member of the public has access to here."
"Somehow that doesn't comfort me. We do not know your filing system, your units, your expressions, much of your culture, what to look for for context... The list goes on and on. Do you have any ideas on how that might be remedied?" Jeff prodded.
"Admittedly, no."
"Neither do I. However, We can start with technicals. An Elemental table and a computer should get us started. One of ours to compare to and a tie in to the Ship should do it.... Right?"

Location: Ferengi D'Kora Class Starship; The Cert In close orbit around Ethelon IV
"Damon Ula, the Federation starship has just begun an intense scan of the Ethelon system!" the Ferengi operations officer reported.
Damon Ula sat up in his command chair. "Is there any chance they can detect us?"
"Extremely unlikely, Damon" the science officer chimed in. "We have been very careful to keep Ethelon IV in between us and the hew-mon ship. We are reading their sensor sweeps because they are reflecting off of the massive solar panels from one of the Ethelonian transporter nodes that orbit this planet. There is no way the Jefferson can know that we're here."
Damon Ula nodded and settled miserably back into his seat. He had spent a long time trying to get access to this planet. It was a technological plum just waiting to be picked. Now the Federation had shown up, and there was a strong risk that he would show no profit on this trip. He needed to figure out some way to drive that Sovreign class vessel away. Combat was out of the question. Trickery was necessary. He had to come up with some way for the Ethelonians to tell the Federation to leave.
"Can we get a message to our contact in the Ethelonian government?" Ula asked his operations officer.
The Ferengi looked back from his console. "I can compose a diplomatic message and have it beamed to the surface, then have it sent using the Ethelon transporter net to Ethelon III. It should be there in a few minutes."
"Excellent" the Damon cackled. "Tell our contact that the Federation is conducting intense scans of their system, and that is their standard first step before initiating a military takeover."
The concept set the entire Ferengi bridge crew giggling.

Location: Ethelon IV, Drake's Bar
After about an hour, Daran's head was buzzing even more than it had been. Fellana had brought him another three drinks from the bar and he had bought her two, and she seemed to be having a lot of fun, as was he.
He had told her that he was a doctor aboard the Jefferson, but not the CMO. She was interested in the fact that he was a doctor, but seemed more interested in his past on Turkana IV and the things that he had done in order to survive there, asking questions to keep the conversation going, but not interrupting. The perfect listener. He in turn asked her what an Orion woman was doing on such an out of the way planet. She explained that she owned a small transport shuttle company and was making deliveries for the government to some small mining outposts on the systems large asteroids that weren't able to be moved using the planets transporter array.
Fellana watched him finish the last of the drink, then looked at a chronometer that was over the bar. "Well Daran" she said "this has been fun but I really have to leave."
"Come on Fellana, you can stay for one more" he implored.
She giggled, bent over and lightly brushed her lips on his cheek. "I'm afraid I can't stay for one more second. I'm already late for a meeting." She reached into her belt and pulled out a card. "Here's my comm number. If your ship is staying around for a while, give me a call." With a final smile at him, she turned and left.
Daran, and the rest of the male clientele in the place, watched her leave. Then he took a look at the card she had left and tucked it into the carrier for his tricorder, failing to notice a non-descript human get up about a minute later and leave as well.
Daran was starting to feel extremely light headed from all the alcohol that he had consumed. Tapping his communicator, he said "Lt. Keller to Jefferson. I'm ready to transport up. Please beam me directly to my quarters." Daran really needed to lie down for a few minutes. He hadn't drank that much that fast in a while.
...OUTSIDE...
Fellana walked quickly down the street outside of the bar, occasionally checking behind her in case Daran was following. Humans could be quite persistent at times. However, it seemed that he had decided to stay in the bar. She hoped he didn't try the number on the card too quickly as it was a fake.
Fellana felt some regret over what she had just done, but she knew that he stood an excellent chance of survival, as long as he got to the Jeffersons' Sickbay before he worked himself to death. Daran had seemed to be a nice man, and had seemed genuinely intent on getting to know her, rather than some other males that she had encountered over the years who had only wanted one thing. She shrugged to herself. Business was business.
Speaking of business, it was time to get back to it. As she walked, she looked around as discreetly as possible for Quinn. The man was a former Starfleet Intelligence officer and had an uncanny knack for blending into the scenery. She finally noticed him walking on the other side of the street and behind her. He carefully shook his head, indicating that she wasn't being followed, then disappeared up an alley. Fellana started walking back to their little headquarters. It would probably be another hour or so before the drug she had administered Daran began to take effect.

Primary Conveyor Nilas was sitting in his office with his brother Mil, going over the events of their first meeting with the Federation diplomats. Nilas was optimistic. He looked up as his brother entered the chamber. Mil Nilas didn't look very happy.
"These Federation beings don't seem very friendly or generous" Mil complained. "They didn't even offer us a single piece of technology or information."
Op returned to the report that he had from his radio observatory regarding the Jefferson. The ship was continuing to sit quietly in orbit, far from the nearest population centres and transporter hubs. Usually when Ferengi ships were in orbit, they did just the opposite. "I don't think that's their way, Mil. I have reviewed some of their laws. One of their highest seems to be this "Prime Directive". They are unable to offer us any technology or information that would alter our way of living. A number of their people have been severely punished for doing so."
"This isn't the way that we've been doing things" Mil complained.
"Sometimes things change Mil" the Primary Conveyor said. "We need help. This mystery disease is ravaging our people. They need help that these Ferengi and Orions can't or won't give us. If things are different with the Federation, perhaps that won't be all bad."
Mil Nilas appeared ready to continue the argument, but the intercom chimed. "Primary Conveyor, Council Ther has arrived."
A look of dislike crossed Ops' face. He had never liked Li Ther, and the Council antics at the Federation meeting earlier today had done nothing to change his attitude. The Primary Conveyor quickly put on his full Robe of Office, knowing that Li Ther would be wearing his. "Send him in."
The door opened and Li Ther entered, in his full uniform as expected. The Council nodded with the bare minimum of respect before sitting in a chair across from Op. The Primary Conveyor remained standing. "Would you care to explain that little maneuver you tried with the Federation Diplomats?"
Li Ther shrugged. "I was trying to find out what was going on. I have a responsibility to the people of Ethelon."
"You have no responsibility to the people. That is mine!" the Primary Conveyor thundered.
"Your responsibility is to protect the people" Mil Nilas put in quietly, causing both of them to look over. "Perhaps you should tell them that the Jefferson is conducting high intensity scans of our system, probing our defences in a prelude to attack."
That sentence shocked the Primary Conveyor and Council to silence. "How could you possibly know that?"
"I have my sources" Mil replied.
"The Ferengi or Orions." Op said scornfully to his brother. "What toy did they give you to say that?"
Mil shook his head. "No toy. I've seen the readings and I have a responsibility as well."
Council Ther stood up. "The people need to be told!" he exclaimed, then ran for the door, ignoring Ops' attempts to stop him.
"He'll cause a panic" Op said to himself, then activated the intercom to the security office. "Council Ther is trying to leave. Detain him for now." The Primary Conveyor received the acknowledgement then turned to Mil. "Your message is silenced for now."
Mil shrugged. "I have supporters as well. As we speak, the people are being told that the Federation is preparing to attack. If you are detaining Council Ther, you should do the same to me."
"I guess I do" Op said. "Do you need the Upholders to escort you?"
Mil Nilas shook his head scornfully. "I know my duty, Primary Conveyor."
The Secondary Conveyor left the office. Op settled tiredly in his chair, not sure what to do.

“Sir, scans are complete. I find nothing out of the ordinary.”
Zhukarak turned to his own console to look over the scans. Initially, all space faring vessels seemed to be coming and going, or were busy with activities of loading, unloading, and other activities that revealed acts of commerce. Zhuk turned his attention to the vicinity of Ethelon IV and the nearby asteroids that were being mined. Trade ships were coming and going from the mining operations. Whatever the Ethelonians were mining, it seemed to be just as valuable for trade as their transporter technology.
A certain speck caught Zhukarak’s eye. When he compared it to the other specks, it didn’t look the same. Zhukarak went ahead and placed the entire scan results onto the main viewer ahead. “Lieutenant Wilson, what do you make of this?” Zhuk highlighted the speck that had caught his eye.
“It seems to be one of many mined asteroids in the area, sir. It’s hard to tell as it wasn’t a direct scan, but rather a feedback image as it is behind the planet.”
“Scan that area again. This image is too symmetrical and smooth, like a ship. If it was an asteroid then it would have rougher edges like the others. If it is indeed a ship, then why is it not engaged in any activity?”
Zhukarak awaited the results of the renewed scans.

Kalan Ajus had decided that sending a tech down to retrieve the information from the Ethelonians was the best way to go. She had returned in less than an hour with a tricorder full of Ethelonian medical data. Kalan had spent another couple of hours going through it. There were over a thousand records of Ethelonians afflicted by this mysterious disease, whatever it was. And it was clear that whatever it was was probably affecting many more.
She had run a number of different models based on the data that she had been given, but there seemed to be no commonalities between those afflicted. Young and old, position, social status, diet and employment seemed to have no bearing. Beginning symptoms included physical weakness, dizzyness and severe migraines. Over time, the patient developed dementia and paralysis, then finally died.
However, the Petty Officer didn't have enough information to make an effective recommendation. The Ethelonians were reasonably advanced in their medicine, but they were far, far behind the standard of care offered by the Federation. More direct study was clearly required.
Having made that decision, Kalan tapped her communicator. "Dr. Keller, Dr. van Breughel and Lt. de Silva, please come to Science Lab 1."

Lieutenant Wilson reported that the renewed scans were complete. Zhukarak looked over them once again, they were just as inconclusive as before, but he was sure it was a ship. He couldn't afford to take the Jefferson for a better look at the moment, not while they were here for the exchange of information. No he had another idea.
Zhuk looked over at his CTSO. "Mr. Sharp, take a shuttle around Ethelon VI and make some scans of the area. Take Major Johnson with you. I just want scans."
"Aye sir."
He was going to find out what ship that was and what ther were up to.

"well, I grew up learning to read people, and keeping an eye on the surrounding area. I could tell they were hiding something, but thats the only thing that bothered me, i belive it was what you have already discovered, no dust. Even if we were in a sterile environment, which i doubt, if we were they would have sterilized us as well. But even if we were, the Ethelonians themselves were different, i dont quite know how to explain it, its like.... i dont know, odd." Cyle looked at the doctor, this was really the first time they had ever actually interacted. <tag Nathan>

Sharp exits the bridge using the aft turbo lift. As Sharp enters the turbo lift "deck 6". As the turbo lift moves to wards deck 6 Sharp is wondering who could be hiding. It could be the ferengi ing,Romulans Cardasians, Klingon's, Breen, or the orion syndicate. The lift arrives at deck 6 and Sharp movves Towards the main shuttle bay and is wates for Major Johnson to show up
