Section 47 Constitution
1. Constitution for Section 47
1.1 Section 47 is a trivia-based, online Star Trek simulation organization ("sim").
1.2 Section 47 has a chain of command as outlined in Section 5, 6, 7 and in the organizational diagrams, which is to be respected.
1.3 Section 47 is run by the Section Admiral, who is supported by, and accountable to, the rest of the Command Staff.
2. The Command Staff
2.1 The Command Staff shall be composed of the following positions:
Section Admiral
Executive Officer
Site Second Officer
Personnel Officer
Ranks and Trivia Officer
Chief of Communications
Biographies and Commendations Officer
Recruitment Officer
2.2 The minimum number of individuals on the Command Staff shall be five (5). When the number of people on the Command Staff falls below this figure, vacant command posts will be filled as quickly as possible.
2.3 The responsibilities of the Command Staff are:
To support the Section Admiral in the efficient running of the site.
To fulfill their respective duties as listed in Section 5 of this Constitution.
To meet regularly (as prescribed by Section 4.2 of this Constitution) to discuss Section matters.
To award positions and make decisions.
To implement or assist in disciplinary actions.
2.4 The Command Staff is supported by:
Elected Fleet Representatives.
Each Command Staff member's respective assistant(s) (Jr. CSS).
(With the exception of the Section Admiral and Executive Officer, since the XO is the SA's assistant, the assistants to the Command Staff, while not voting members, are to be considered part of Jr. CSS. Departmental Assistants are optional. It may be necessary for a Command Staff member to fulfill the duties and responsibilities of a Jr. CSS position temporarily. It is possible to have more than one Assistant per CSS Department.)
2.5 The Command Staff each have one (1) vote for the purposes of decision-making and are prohibited from holding more than one position on the Command Staff. The only exception to this is the position of Section Admiral, which can be held in addition to another Command Staff position. This officer will still get exactly one (1) vote.
2.6 Promoting people into the Command Staff requires a vote in a CSS meeting. A 60% vote is required for confirmation of a newly elected CSS member. Proxy votes are permitted for CSS members unable to attend.
2.7 Members are awarded new positions of responsibility on the basis of ability, experience and eagerness by the Section Admiral or by the member of the CSS with authority over that area and only with the support of the Command Staff.
2.8 Newly appointed Sr. CSS members will be under a preliminary evaluation period for the first three (3) months. During this period, they will retain all rights and privileges of a vested CSS member with the exception of the following:
They will not be allowed access to the site password (unless express permission is given by the SA and/or the majority of CSS) and will be required to forward all site updates to a sitting member who has agreed to upload them.
They will not have access to the CSS email archives during their evaluation period.
They will not be considered permanent members of the Command Staff until a majority vote is achieved during the regular monthly meeting falling closest to the conclusion of their evaluation period.
A 60% vote is required for confirmation as a permanent member of the Command Staff.
The probationary member will not be eligible to vote for himself/herself for confirmation.
Proxy votes are permitted for CSS members unable to attend.
All conduct (performance, accuracy, administrative skill, leadership quality, communication skill, team spirit, rapport with the membership, etc.) will be measured upon the conclusion of the evaluation period.
2.9 Command Staff serve for an unlimited period until they resign or are removed by a no-confidence vote.
2.10 Command Staff can be removed by a 2/3 vote of the Command Staff or by petition and majority vote from 2/3 of the active simming membership and the active Trivia Only members against the officer. (Trivia Only members shall participate should the petition be against the Ranks and Trivia Officer an active Trivia Only member is one who has answered the weekly trivia questions a minimum of twice in the last four weeks of new trivia questions offered.)
2.11 The Section Admiral and permanent members of the Command Staff will have the necessary information to upload their respective files to the website.
2.12 The Section Admiral, Chief of Communications and/or members of the CSS will have the information necessary to access the main message board in order to be able to maintain it and remove unwanted messages, advertisements or harassing messages by non-members. A full copy of any offending message must be made before its removal by any officer.
3. Command Meeting Votes
3.1 Extraordinary/Emergency Command Staff meetings can be called by 33% of all voting members of the CSS or by the Section Admiral. They must provide at least four (4) days notice of the meeting and follow the normal rules for Command Staff meetings.
3.2 Proposals for amendments to the Constitution can be made by any officer eligible to attend a CSS meeting. New amendments must be circulated over the CSS email list and discussed to the satisfaction of the CSS before a vote will be called to ratify the change. Other officers wishing to make alterations need the support of a Command Staff member to get an amendment forwarded.
3.3 Amendments to the Constitution can be made when at least 60% of the Command Staff vote for it to be accepted.
3.4 Deciding votes on normal issues (where a quorum is present) are based on majority vote. In the event of a tie the Section Admiral has the deciding vote.
3.5 The minutes of Command Staff meetings will be released on the CCS area of the message board forum and on the Communication Corps section of the website after each meeting with the exception of motions declared confidential.
4. Meeting Rules
4.1 Meetings are for:
Creating new positions.
Assigning new responsibilities.
Creation/removal of ships .
Promotions to positions of Captain and above.
Awarding Captain's Cross, James T. Kirk Shooting Star and Roddenberry Star Commendations.
Sorting out questions for website polls.
Solving problems within the membership.
Resolving site issues.
4.2 Meetings will preferably take place once a month at a predetermined place and time.
4.3 A Command Staff members who is unable to attend a meeting must attempt to appoint a member of their department to represent their opinion and vote their behalf. Such a member is a Proxy member. The represented member must send email notification of the Proxy's appointment and acceptance to the SA in time for the SA to approve their proxy status by return email. The CSS member represented must give their votes to the Proxy via email well in advance of the meeting date. (The represented member may be called upon to produce written, dated evidence of their advance votes should there be any discrepancy.) Proxy members must abstain from voting on any issue in which the motion differentiates from the agenda item's original wording or context. Any miscellaneous item introduced which did not appear on the circulated agenda will also require an abstention from the Proxy. The Proxy is bound by the same rules of confidentiality as the CSS member they represent.
4.4 One half the Command Staff, of which three (3) cannot be Proxy members and one must be the site's Section Admiral, Executive Officer, or Second Officer and a member of the CCS to take the minutes, must be present to constitute a quorum. The Chief of Communications (or their Proxy) must serve as Notetaker if no other CCS member is available.
4.5 An agenda must be circulated to the membership at least two (2) days before a meeting. 4.6 All meetings must be called with advance notice of at least four (4) days.
4.6.1 In the case of an extraordinary or emergency meeting, the agenda does not require circulation to the membership, but must be circulated to all CSS members eligible to attend at least (2) two days before a meeting.
4.7 Any member may request to attend a CSS meeting. The attendee must be ratified by the SA before the meeting.
4.8 Those eligible to attend a Command Staff meeting are as follows:
All members of the Command Staff;
The Fleet Representative;
Any member of the CCS, approved in advance by the Section Admiral and Chief of Communications, to serve as the Notetaker;
Any individual(s) invited by the Section Admiral;
The Boards Manager;
The Commanding Officers of Each Fleet; and
Section 47's Founder, Tettares Hepta.
4.9 The only individuals eligible to vote at these meetings are permanent members of the Command Staff, probationary period members of the Command Staff or approved Proxy. Admiral Hepta may exercise a vote in matters of the highest importance to Section 47.
4.10 The Section Admiral may declare items confidential at any time in the meeting. The item will be marked as confidential in the minutes with the reason given by the SA for why it is confidential. It may not be discussed with anyone who does not "need to know" or was not eligible to attend the meeting. People may be declared "need to know" by the SA, with the support of one other Command Staff member, at any time. These matters will be put in a separate report for CSS eyes only.
4.11 Any information discussed on the CSS mailing list is confidential. Any person on this list found to be passing on confidential information to persons not on the CSS list shall be held liable and, according to the nature of the information shared or the number of times that confidential information is shared, the person(s) may be immediately suspended and expelled from the CSS list and meetings. Reinstatement of anyone so accused will apply pending the outcome of an investigation by the Section Admiral and other suitable persons the Section Admiral deems appropriate.
5. Position Responsibilities
5.0.1 A complete listing of Job Descriptions for the following positions may be found on the main site.
5.0.2 It is necessary for ALL Departmental emails (Section 47's Yahoogroups emails) to be used for all departmental business and correspondence (including those duties performed by any Jr. CSS member) for validation of duties performed and archival purposes.
5.1 Section Admiral - The SA position is meant to be that of a figurehead.
Overall Command and Supervision.
Makes sure the Staff are doing their jobs.
Chairs meetings.
Establishes and ratifies treaties with other organizations.
5.2 Executive Officer:
Assists the Section Admiral in sound decision-making.
Provides advice and support to the Section Admiral.
Chairs meetings in the Section Admiral’s absence.
Ensures the site runs according to the word and the spirit of the Constitution.
(If there is no serving XO, the responsibility of this position will fall to the elected Site Second Officer or the highest-ranking member of the Command Staff. If ranks are equal, it will be decided on length of service or preference of the SA.)
5.3 Site Second Officer:
Assists the Section Admiral and Executive Officer in sound decision making.
Chairs meetings in the absence of the Section Admiral and Executive Officer.
Fulfils roles and responsibilities of the Executive Officer if position is vacant.
Provides training and assistance to CSS members.
Ensures that the site runs according to the word and spirit of the Constitution.
(If there is no serving SSO, then the responsibility of this position will fall to the highest ranking member of the Command Staff. If ranks are equal, it will be decided on length of service or preference of the SA.)
5.4 Personnel Officer:
Assigns people to ships and maintains/updates the ship pages.
Maintains the CO/FO mailing list.
Subscribes transfers to ships’ mailing lists.
Handles inter-ship transfers.
May appoint an Assistant to help complete this remit who is not a member of the Command Staff.
Informs all Section members of transfers via the CO/FO email list, the announce email list, and by posting an announcement on the message board forum. Ensures the site runs according to the word and the spirit of the Constitution.
5.5 Ranks and Trivia Officer:
Sets the weekly trivia questions, marks them and awards points.
Updates the ranks page.
Promotes members below the rank of Captain (or rank equivalent).
Informs all Section members of promotions via the CO/FO email list, the announce email list, and by posting an announcement on the message board forum.
May appoint an Assistant to help complete this remit who is not a member of the Command Staff.
Ensures the site runs according to the word and the spirit of the Constitution.
5.6 Chief of Communications:
Acts as the Commanding Officer of the Communications Corps (CCS).
Organizes and coordinates meetings, telecoms and web meetings.
Provides the Command Staff and Section Admiral with editing and proofreading services.
Oversees the Returning Officer for any elections to the position of Fleet Representative.
Oversees the Notetaker in meetings.
Provides assistance in webpage maintenance.
May appoint an Assistant to help complete this remit who is not a member of the Command Staff but who is a member of the CCS.
Informs all Section members of poll results and Fleet Representative election results via the CO/FO e-mail list, the announce email list, and by posting an announcement on the message board forum or may appoint the Returning Officer to do so.
Ensures the site runs according to the word and the spirit of the Constitution.
5.7 Commendations and Biographies Officer:
Collects all biographies (bios) submitted and places them on the website.
Updates biographies on the website.
Collects medals, promotions and transfers for addition to the biographies.
Confirms and awards the medals that are nominated.
Updates the commendations pages.
Informs all Section members of awarded medals via the CO/FO email list, the announce email list, and by posting an announcement on the message board forum.
May appoint an Assistant to help complete this remit who is not a member of the Command Staff. Ensures the site runs according to the word and the spirit of the Constitution.
5.8 Recruitment Officer:
Monitors, updates and maintains the Section 47 Voting Site.Advertising Section 47 in appropriate online media.
Represents Section 47 to fellow RPG sites, arranging banner and link exchanges where possible.
Explore new ways of advertising Section 47 and increasing its online presence using new technology and online mediums - Facebook, Myspace etc.
Work with the Personnel Department to help new members join the site and provide help and support as necessary.
Advice and support the CSS in increasing Section 47’s advertising and maintaining membership levels.
Awards, monitors and maintains the related pages for the Section 47 Outstanding Site Award.
May appoint an Assistant to help complete this remit who is not a member of the Command Staff.
Ensures the site runs according to the word and the spirit of the Constitution.
5.9 Fleet Representative(s):
Fulfills an advisory role.
Represents and is elected by the fleet membership.
Must be an active member of the site for a continuous duration of six (6) months and have reached the minimum rank of Lieutenant (or rank equivalent).
Position is for an approximately four (4) month term and ends or extends at the completion of the next election.
Is elected by vote of members as stated by the Returning Officer according to the Election Rules. (See complete rules for Fleet Representatives on the main website.)
Regularly attends CSS meetings.
Fleet Representatives will be added to the Command Staff mailing lists with all confidentiality rules which govern the CSS applicable for the duration of their terms in office.
All Fleet Representatives must agree to and abide by the letter and spirit of this Constitution.
6. The Junior Command Staff (Supporting Positions)
6.0.1 Supporting positions, referred to collectively as the Junior Command Staff (Jr. CSS), are positions which are considered important but do not get a vote on the CSS. Any new positions created fall under this category. They may be promoted to Command Staff positions at a later date if this is approved. They do not have access to the website passwords. Site changes made by Jr. CSS are to be forwarded for approval and uploaded by a member of the Command Staff. Members of the Command Staff (Department Heads filling Departmental openings) may hold these positions if they remain unfilled.
6.0.2 It is necessary for ALL Departmental emails (Section 47’s Yahoogroups emails) to be used for all departmental business and correspondence (including those duties performed by any Jr. CSS member) for validation of duties performed and archival purposes.
6.1 Inspector General: Inspects all the ships in Section 47 on a regular basis and awards points on the basis of the quality of simming taking place on that ship. May appoint an Assistant and additional staff to help complete this remit who are not members of the Command Staff.
6.2 Returning Officer: The Returning Officer is a member of the CCS and appointed by the Chief of Communications.
Maintains the election pages and message boards pertaining to elections and polls.
Calls the date and timing of the elections for Fleet Representatives in accordance with this Constitution and the Election Rules.
Runs the elections, making sure that candidates abide by the rules of the elections and reports any sign of candidate misconduct to the Chief of Communication Corps and the JAG Chief Justice.
Suggests changes to the Election Rules, before the calling of each election, if said changes will make the election easier to run or more organized.
Counts votes with the Chief of Communications and (2) previously designated qualified tabulators selected by the Chief of Communication Corps.
Issues results of each election and poll to the Chief of Communications.
Runs polls, as the need arises, regarding questions about the running of Section 47. (Poll questions are to be approved in CSS meetings or by the Chief of Communications before they are published.)
Records the results of any general polls submitted by the general membership and, upon approval of the results, may release them via email and the message board forum including votes to remove members of the Command Staff.
Awards points for voting in polls and informs the Ranks and Trivia of the results.
7.0 Sim Position Responsibilities
7.0.1 No individual member may hold two command-grade positions.
7.1 Fleet Commander:
Looks after fleet-wide sim affairs.
7.2 Squadron Commander:
Runs Squadron-wide missions.
Gathers monthly ship reports.
Passes on transfer information and inactive players to the Personnel Officer.
Submits monthly squadron reports to his/her Fleet Commander.
Collects "Ship of the Month" details.
7.3 Commanding Officer (CO) of a Ship or Starbase:
Runs his/her ship or starbase.
Runs missions.
Makes sure that all personnel are present and participating in the missions.
Submits monthly reports to the Squadron Commander.
Moderates the ship's message board.
May appoint a crewmember to maintain the ship's independent website (if applicable).
Takes care of what problems crewmembers might have and passes them through the chain of command.
7.4 First Officer (FO) of a Ship or Executive Officer (XO) of a Starbase:
Looks after the CO's responsibilities when he/she is not available.
Makes sure that the CO is doing his/her job.
Takes care of tasks delegated by his/her CO.
8. Complaints and Problems
8.1 Minor complaints or problems should be passed up through the chain of command from ship's Captain to Squadron Commander to Fleet Commander to the Command Staff.
8.2 Alternatively, members can approach a Fleet Representative or the Chief of Communications who will bring any matter to the attention of the Command Staff.
8.3 Issues relating to any department of Section 47 under the management of a particular officer should be taken directly to that officer or they may approach the Fleet Representative who will inform the officer responsible.
8.4 Complaints about the conduct of officers should be taken first to that officer and, if unresolved, taken to the next person in the chain of command, thereby using the proper chain of command. If you still have a complaint about another officer, you should contact the Section Admiral with all relevant information.
8.5 The Commanding Officer should be removed if he/she does not post after a period of a month without good reason or prior approval of a leave of absence. In the event of one month's inactivity, it is the duty of the FO/XO to take control of the sim and report to CSS immediately.
9. Ratification
9.1 All persons appointed to the Command Staff must agree to and ratify this Constitution.
9.2 The Constitution will be reviewed each year at the Command Staff meeting following the anniversary of the founding of Section 47 (7 May), where it will require a 2/3 vote of all Command Staff members to be retained. Should it fail, a new Constitution will be drawn between the Section Admiral, Executive Officer, Chief Justice of JAG, if one is currently serving, and Chief of Communications.
Note: CSS will have, at all times, the latest version of the Constitution on record. In the case of a dispute between different versions of the Constitution, the CSS’s version of the rules will be applied at all times. The latest version of the Constitution is available on request from the Section Admiral or the Chief of Communications. This page is maintained by the Chief of Communications.

People may be declared "need to know" by the SA, with the support of one other Command Staff member, at any time. These matters will be put in a separate report for CSS eyes only.
4.11 Any information discussed on the CSS mailing list is confidential. Any person on this list found to be passing on confidential information to persons not on the CSS list shall be held liable and, according to the nature of the information shared or the number of times that confidential information is shared, the person(s) may be immediately suspended and expelled from the CSS list and meetings. Reinstatement of anyone so accused will apply pending the outcome of an investigation by the Section Admiral and other suitable persons the Section Admiral deems appropriate.
5. Position Responsibilities
5.0.1 A complete listing of Job Descriptions for the following positions may be found on the main site.
5.0.2 It is necessary for ALL Departmental emails (Section 47's Yahoogroups emails) to be used for all departmental business and correspondence (including those duties performed by any Jr. CSS member) for validation of duties performed and archival purposes.
5.1 Section Admiral - The SA position is meant to be that of a figurehead.
Overall Command and Supervision.
Makes sure the Staff are doing their jobs.
Chairs meetings.
Establishes and ratifies treaties with other organizations.
5.2 Executive Officer:
Assists the Section Admiral in sound decision-making.
Provides advice and support to the Section Admiral.
Chairs meetings in the Section Admiral’s absence.
Ensures the site runs according to the word and the spirit of the Constitution.
(If there is no serving XO, the responsibility of this position will fall to the elected Site Second Officer or the highest-ranking member of the Command Staff. If ranks are equal, it will be decided on length of service or preference of the SA.)
5.3 Site Second Officer:
Assists the Section Admiral and Executive Officer in sound decision making.
Chairs meetings in the absence of the Section Admiral and Executive Officer.
Fulfils roles and responsibilities of the Executive Officer if position is vacant.
Provides training and assistance to CSS members.
Ensures that the site runs according to the word and spirit of the Constitution.
(If there is no serving SSO, then the responsibility of this position will fall to the highest ranking member of the Command Staff. If ranks are equal, it will be decided on length of service or preference of the SA.)
5.4 Personnel Officer:
Assigns people to ships and maintains/updates the ship pages.
Maintains the CO/FO mailing list.
Subscribes transfers to ships’ mailing lists.
Handles inter-ship transfers.
May appoint an Assistant to help complete this remit who is not a member of the Command Staff.
Informs all Section members of transfers via the CO/FO email list, the announce email list, and by posting an announcement on the message board forum. Ensures the site runs according to the word and the spirit of the Constitution.
5.5 Ranks and Trivia Officer:
Sets the weekly trivia questions, marks them and awards points.
Updates the ranks page.
Promotes members below the rank of Captain (or rank equivalent).
Informs all Section members of promotions via the CO/FO email list, the announce email list, and by posting an announcement on the message board forum.
May appoint an Assistant to help complete this remit who is not a member of the Command Staff.
Ensures the site runs according to the word and the spirit of the Constitution.
5.6 Chief of Communications:
Acts as the Commanding Officer of the Communications Corps (CCS).
Organizes and coordinates meetings, telecoms and web meetings.
Provides the Command Staff and Section Admiral with editing and proofreading services.
Oversees the Returning Officer for any elections to the position of Fleet Representative.
Oversees the Notetaker in meetings.
Provides assistance in webpage maintenance.
May appoint an Assistant to help complete this remit who is not a member of the Command Staff but who is a member of the CCS.
Informs all Section members of poll results and Fleet Representative election results via the CO/FO e-mail list, the announce email list, and by posting an announcement on the message board forum or may appoint the Returning Officer to do so.
Ensures the site runs according to the word and the spirit of the Constitution.
5.7 Commendations and Biographies Officer:
Collects all biographies (bios) submitted and places them on the website.
Updates biographies on the website.
Collects medals, promotions and transfers for addition to the biographies.
Confirms and awards the medals that are nominated.
Updates the commendations pages.
Informs all Section members of awarded medals via the CO/FO email list, the announce email list, and by posting an announcement on the message board forum.
May appoint an Assistant to help complete this remit who is not a member of the Command Staff. Ensures the site runs according to the word and the spirit of the Constitution.
5.8 Recruitment Officer:
Monitors, updates and maintains the Section 47 Voting Site.Advertising Section 47 in appropriate online media.
Represents Section 47 to fellow RPG sites, arranging banner and link exchanges where possible.
Explore new ways of advertising Section 47 and increasing its online presence using new technology and online mediums - Facebook, Myspace etc.
Work with the Personnel Department to help new members join the site and provide help and support as necessary.
Advice and support the CSS in increasing Section 47’s advertising and maintaining membership levels.
Awards, monitors and maintains the related pages for the Section 47 Outstanding Site Award.
May appoint an Assistant to help complete this remit who is not a member of the Command Staff.
Ensures the site runs according to the word and the spirit of the Constitution.
5.9 Fleet Representative(s):
Fulfills an advisory role.
Represents and is elected by the fleet membership.
Must be an active member of the site for a continuous duration of six (6) months and have reached the minimum rank of Lieutenant (or rank equivalent).
Position is for an approximately four (4) month term and ends or extends at the completion of the next election.
Is elected by vote of members as stated by the Returning Officer according to the Election Rules. (See complete rules for Fleet Representatives on the main website.)
Regularly attends CSS meetings.
Fleet Representatives will be added to the Command Staff mailing lists with all confidentiality rules which govern the CSS applicable for the duration of their terms in office.
All Fleet Representatives must agree to and abide by the letter and spirit of this Constitution.
6. The Junior Command Staff (Supporting Positions)
6.0.1 Supporting positions, referred to collectively as the Junior Command Staff (Jr. CSS), are positions which are considered important but do not get a vote on the CSS. Any new positions created fall under this category. They may be promoted to Command Staff positions at a later date if this is approved. They do not have access to the website passwords. Site changes made by Jr. CSS are to be forwarded for approval and uploaded by a member of the Command Staff. Members of the Command Staff (Department Heads filling Departmental openings) may hold these positions if they remain unfilled.
6.0.2 It is necessary for ALL Departmental emails (Section 47’s Yahoogroups emails) to be used for all departmental business and correspondence (including those duties performed by any Jr. CSS member) for validation of duties performed and archival purposes.
6.1 Inspector General: Inspects all the ships in Section 47 on a regular basis and awards points on the basis of the quality of simming taking place on that ship. May appoint an Assistant and additional staff to help complete this remit who are not members of the Command Staff.
6.2 Returning Officer: The Returning Officer is a member of the CCS and appointed by the Chief of Communications.
Maintains the election pages and message boards pertaining to elections and polls.
Calls the date and timing of the elections for Fleet Representatives in accordance with this Constitution and the Election Rules.
Runs the elections, making sure that candidates abide by the rules of the elections and reports any sign of candidate misconduct to the Chief of Communication Corps and the JAG Chief Justice.
Suggests changes to the Election Rules, before the calling of each election, if said changes will make the election easier to run or more organized.
Counts votes with the Chief of Communications and (2) previously designated qualified tabulators selected by the Chief of Communication Corps.
Issues results of each election and poll to the Chief of Communications.
Runs polls, as the need arises, regarding questions about the running of Section 47. (Poll questions are to be approved in CSS meetings or by the Chief of Communications before they are published.)
Records the results of any general polls submitted by the general membership and, upon approval of the results, may release them via email and the message board forum including votes to remove members of the Command Staff.
Awards points for voting in polls and informs the Ranks and Trivia of the results.
7.0 Sim Position Responsibilities
7.0.1 No individual member may hold two command-grade positions.
7.1 Fleet Commander:
Looks after fleet-wide sim affairs.
7.2 Squadron Commander:
Runs Squadron-wide missions.
Gathers monthly ship reports.
Passes on transfer information and inactive players to the Personnel Officer.
Submits monthly squadron reports to his/her Fleet Commander.
Collects "Ship of the Month" details.
7.3 Commanding Officer (CO) of a Ship or Starbase:
Runs his/her ship or starbase.
Runs missions.
Makes sure that all personnel are present and participating in the missions.
Submits monthly reports to the Squadron Commander.
Moderates the ship's message board.
May appoint a crewmember to maintain the ship's independent website (if applicable).
Takes care of what problems crewmembers might have and passes them through the chain of command.
7.4 First Officer (FO) of a Ship or Executive Officer (XO) of a Starbase:
Looks after the CO's responsibilities when he/she is not available.
Makes sure that the CO is doing his/her job.
Takes care of tasks delegated by his/her CO.
8. Complaints and Problems
8.1 Minor complaints or problems should be passed up through the chain of command from ship's Captain to Squadron Commander to Fleet Commander to the Command Staff.
8.2 Alternatively, members can approach a Fleet Representative or the Chief of Communications who will bring any matter to the attention of the Command Staff.
8.3 Issues relating to any department of Section 47 under the management of a particular officer should be taken directly to that officer or they may approach the Fleet Representative who will inform the officer responsible.
8.4 Complaints about the conduct of officers should be taken first to that officer and, if unresolved, taken to the next person in the chain of command, thereby using the proper chain of command. If you still have a complaint about another officer, you should contact the Section Admiral with all relevant information.
8.5 The Commanding Officer should be removed if he/she does not post after a period of a month without good reason or prior approval of a leave of absence. In the event of one month's inactivity, it is the duty of the FO/XO to take control of the sim and report to CSS immediately.
9. Ratification
9.1 All persons appointed to the Command Staff must agree to and ratify this Constitution.
9.2 The Constitution will be reviewed each year at the Command Staff meeting following the anniversary of the founding of Section 47 (7 May), where it will require a 2/3 vote of all Command Staff members to be retained. Should it fail, a new Constitution will be drawn between the Section Admiral, Executive Officer, Chief Justice of JAG, if one is currently serving, and Chief of Communications.
Note: CSS will have, at all times, the latest version of the Constitution on record. In the case of a dispute between different versions of the Constitution, the CSS’s version of the rules will be applied at all times. The latest version of the Constitution is available on request from the Section Admiral or the Chief of Communications. This page is maintained by the Chief of Communications.
