Voting Members Present:

The meeting was called to order by Section Admiral Gheskori at 19:03 GMT.
New Business:
1. Fleet Reform
It had been decided that reform of the fleet was needed due to the inactivity of more than one ship in the fleet. After CSS had discussed what this may entail between the January and February meetings, proposals were brought forth to, firstly, mothball the USS Victory-D and the USS Olympia, and secondly, to recommission the USS Vesuvius(-B) under the command of Vice Admiral Sonak, with the crew of the USS Olympia assuming their places on the new Vesuvius and the USS Victory crew reassigned to positions of their preference. The proposals were discussed and set out more precisely and were brought to a vote.

2. Fleet Report
Commodore Savot made a report of the current status of the fleet. The good to excellent performance of the USS Raven, USS Enzio and USS Excalibur was noted. The activity of the ship Commanding Officers was discussed, the Fleet CO/Regulations Officer stating that no change of status has been made with them. It was emphasised that in the case of inactive crewmembers every effort should be made by COs to determine the status of those inactive crewmembers, contacting them through PM and email.
No motion was required for this item.
3. SSO probationary period
The Site Second Officer's three month probationary period had come to an end and CSS discussed and voted on Admiral Jackson's permanent appointment to the position.

4. Appointment of new CSS Member Without Portfolio
With the recent departures in the Command Staff, it was agreed that one or more new CSS members were needed as a matter of priority. There were differing opinions on how CSS should go about this. One view was that a new CSS member should be appointed quickly to allow for wider discussion in meetings immediately. The other was that all newly available CSS positions should be advertised to the membership. It was proposed that Rear Admiral Matthew Reynolds should be made CSS Member Without Portfolio, and agreed that going forward all new positions would be advertised.

5. Recruitment
A broad discussion was had on recruitment of new members. The reasons for the total lack of new site members over the last year are manifold. It was noted that Section 47 was no longer benefitting from webrings and voting sites, that the low number of active simmers contributes to the absence of a lure for new site members, that the message board format of simming is no longer preferable to role play gamers and that the lack of a current Star Trek TV series means interest in Star Trek role-play is not high.
Potential solutions were discussed such as linking with other forum-based role-plays, that all ships in the fleet ideally maintain a strong, uniform level of posting and that CSS members engage on the boards in general to make Section 47 a more vibrant community, that CSS members use social media including Section 47's facebook page to promote the site, that CSS should look to utilise social media site Star Trek Risa, and that thinking longer term Section 47 should focus on attracting new members in line with the new Star Trek TV series coming in 2017.
