Come to think of it, given the time since Klingons and Romulans first shared cloak, wouldn't it be possible, and indeed interesting, for the Klingon and Romulan cloaks to differ in certain minor respects which makes what works against one less reliable against the other?
And cloak being as old as it is, it seems unlikely that noone has worked out a counter for them, especially given that the Defiant carried one which could have been covertly scanned for its operating mechanisms.
Either way, summary is, why not have a cloak detector of some kind on the ship? It need not be entirely effective for the sake of realism and simming, but it would be handy.

Well, for starters I'm not sure you need a separate piece of hardware to act as a 'cloak detector'. I think you simply do what you've just mentioned, i.e. set your scanners to look for specific tell-tale signs. As you've also pointed out though, cloak technologies differ greatly between cultures (I agree Romulan and Klingon have diverged a lot), so you don't necessarily know what you're looking for.
If a good Captain believes there's a cloaked vessel around, the best they can do is ask their officers to scan for the various known tell-tale signs. If that doesn't work, you just have to improvise...

The Jefferson's got something aboard that'll find cloaked ships. You'd have to ask Loskene for specifics, or read the intro to the JM Jefferson and VES did a while ago. (operation iceberg, but then the intro thread to it called arrival of the vesuvius)
