CSS Meeting Minutes

The meeting was called to order at 19:12.
Item One: Fleet Review
Admiral Savot briefed CSS on the current reports that had been received from Ship COs, although as of the time of the meeting only a small number of reports had been received. The general census of everyone present was that the fleet continued to perform well and that the activity were encouraging. It was agreed that Admiral Savot would submit the remaining ship reports to the CSS once received so that they could be reviewed by the wider CSS.
Item Two: Ship and Simmer of the Month
Due to the lack of ship reports, there were insufficient nominations or information to award either distinction at the meeting and it was agreed to review once the remaining ship reports had been received.
Item Three: Section 47 Site Constitution
All CSS members present had reviewed the Constitution, both Admirals Drew and Lin informed CSS that there were changes they would like to make, but that this would be introduced in slower time over the coming months. A motion was called to ratify the existing Constitution.

Item Four: New CSS posts
There was a lot of discussion about CSS membership levels, attendance at meetings and the amount of work that had to be completed around the site. Admiral Drew expressed his frustration that low attendance numbers at meetings often meant that meetings started up to an hour late, resulting in voting members leaving the meeting before the end due to meetings running later than planned and in some cases motions having to be stopped altogether because not enough voting members were present. He also expressed his concern that it would be difficult to replace the current CSS members if any should leave as extreme difficulties had been encountered in trying to select a new Ship CO. It was generally agreed that the membership needs to be encouraged and developed to become more involved in some command aspects of the site and that members should be strongly encouraged to attend CSS meetings. Admiral Drew also informed CSS that one of the changes to the Constitution he was looking to suggest was lowering the voting number requirements for normal business motions.
Item Five: Bios and Medals
Admiral Smith presented CSS with URLs to older versions of the site that continued biographical and commendation information that was thought lost. All present agreed that this information should be preserved and Admirals Smith and Reynolds were tasked with scoping the exercise and providing a plan to CSS for preserving the data.
Item Six: Non Playing Characters (NPC) and Second Characters
Admiral Drew issued a general remainder that members that wish to create an NPC account on the forum must inform the Personnel Officer that they are creating an account and obtain permission. The Personnel Officer will maintain a record of NPC account owners. Admirals Drew and Lin also reminded CSS that all NPCs must be in the NPC member group on proboards and should not be given Starfleet ranks in any circumstances. If a member wishes for their NPC to become a playing character, they will be moved to the member group of Ensign and be treated as any new member. Members wishing to create additional playing characters must inform the Personnel Officer of who their additional characters are. The Personnel Officer has the right in all cases to refuse members permission to create NPC or additional accounts. Admiral Gheskori took an action to contact all Ship COs and request details of NPC accounts assigned to the ship.
Item Seven: Personnel Assignments
Admiral Drew issued a remainder that only the Section Admiral, Personnel Officer or Fleet CO should be making command level assignments in the fleet, including assignment of First Officers. The assignment of a First Officer requires the approval of one of the above, and no member can hold more than one ship command position (CO or XO) without prior CSS approval. Admiral Lin took an action to review existing policy and guidance in this area and ensure it reflect this position.

It was agreed that the next CSS meeting would be an open table meeting.
