His words played on her mind almost on a loop despite her best efforts, of course even if they had swayed her the hand had been played there was no going back. He had not said anything she hadn't heard before of course such things were always used against politicians. Not seeing 'individual lights' go out was a common theme. Granted it had a ring of truth but what was often missed and never explained well was that they didn't miss it, in fact they knew more than the individuals did. She had no doubt Commander Delbridge had no idea how many people died on Setlak three of Vantharuim plague, the Council did. He probably didn't know how many casualties there were in the recent border skirmish between the Klingons and the Romulans, the council did.
Did Stacey or her fellow Council members have time to discover what Ensign Ramirez in Trasnporter room three thought of the new hit holonovel, no and there was the nugget of truth the smaller details were lost a connection on a personal level was almost impossible to maintain. But nor entirely for the reasons he described, yes a large scale and long term view didn't help but the concept of 'friends' was a difficult one. When power is bestowed there is a never ending parade of people wanting something, a word to an institute to get an offspring admitted, a tweaking of trade regulations to allow greater profit or a day proclaimed for their new-found historical hero and all of them everyone was your new 'best friend forever' at least until they got what they wanted or were refused.
So perhaps being hard to pin down was understandable in that light commitments made on the spur of the moment often had far reaching effects most of the time unintended, proposing a holiday for a seemingly mundane historical figure seemed harmless until it was unearthed that person had once said something horrible about Andorians so then the next few weeks or months would be spent trying to assure every Andorian she herself didn't hold those views. Unfortunately by old friends the ones from before the 'power' were often treated like the 'new' ones nothing committed too and nothing divulged unless required.
Still however much she may be personally hurt by losing the respect of those she had once served with she knew it was a small price to pay for the ability to make more change in a single day than others could in a lifetime and in this particular case she would rather be despised by the living than worshipped by the dead.

Stepping inside she turned to Savot who entered after her and she took a deep breath. “Captain while I am aware you had no choice in the matter I appreciate your co-operation.” Pausing for a shook her head slowly. “I have sent you a list of the systems I have accessed, like shutting down deck nine.” The list was long and most of it had no effect other than to be a smoke screen for her meeting. “ She took another breath and added. “Nothing permanent everything is already back to how it was before I arrived.”
She walked over to the window and sighed slightly. “I am sorry if you like others feel I have abused any trust, please know I don't enjoy the secrecy but I do fully believe in its necessity.”
She turned around and looked at him her head slightly at a tilt. “And as someone who considers you a dear friend, you need to put aside a chunk of time and meditate, Your first officer and Engineer are already concerned it is only a matter of time before people who haven't known you as long begin to take note.”

She handed him a padd. “Here is where I will be meeting my shuttle once we arrive there I will take my leave.” She nodded slightly. “Hayes or someone will have something for you shortly after I am sure.”
