The meeting was called to order by Section Admiral Duke Nova at 2:10PM EST/7:10PM GMT.
NEW BUSINESS
1. Nomination and confirmation of a new Section Admiral.
At the previous CSS meeting, SA Duke Nova informed CSS of his intention to stand down as Section Admiral. As such, this emergency meeting was called together for CSS to be able to nominate a successor.
SA Nova called for all members of CSS to make their nominations for the next Section Admiral. There was some discussion about how this was to be done and if SA Nova himself had any nominations or recommendations. However, Admiral Paul Drew soon emerged as the only member nominated with five CSS members putting him forward for the position. With the nomination resolved, the matter was brought to a vote.
Motion: To Appoint Admiral Paul Drew to the position of Section Admiral and promote him to the rank of Section Admiral.
Ayes – 7
Nays – 0
Abstentions – 0
Motion Passed. (Admiral Drew did not provide a vote)
2. Appointment of SA Duke Nova as Site Webmaster.
Also at the last CSS meeting, SA Nova informed CSS of his idea to create the position of Site Webmaster. This position would be a non-voting Junior CSS role with the purpose of providing maintenance support to the CSS as required. The Webmaster would, however, have access to all required files and information to undertake their duties. SA Nova asked to be considered for this position. There was a brief discussion on why the role was the needed before the matter was brought to a vote.
Motion: To appoint SA Duke Nova Site Webmaster

Abstentions – 1
Motion Passed. (SA Nova did not provide a vote)
3. Special request and final recommendations from SA Nova.
SA Nova requested that Commodore Felix Savali been appointed Assistant Webmaster. In addition, SA Nova also requested that Commodore Savali be promoted to the rank of Rear Admiral in recognition of all the support that he has provided to Section 47 since stepping down from his official role in CSS. Despite no longer being a CSS member, Commodore Savali has continued to provide administrational support and has helped resolve several problems relating to the bios database.
It was agreed at once to appoint Commodore Savali to this position, but there was some discussion as to whether CSS could promote him in rank, given that it was not an agenda item. It was agreed to take a vote on if the motion could be put forward.

The following text is provided by Admirals Lin and Drew in recognition of SA Duke Nova and his service as Section Admiral.
Five years ago on 29th September 2003 Section 47 changed. Vice Admiral Duke Nova became the site’s 4th Section Admiral. The event was not the easiest of times, there was some bad blood created by the decision by the CSS to elect Duke Nova. Back then I was Communications Chief and was the one who nominated Duke Nova for the position. It was a decision I did not regret, though at times we may not have seen eye to eye, he could be relied on to work hard and resolve problems. Section Admiral Nova has led this site with a steady hand over the last 5 years. In that time the site has gone from strength to strength. He ignored the unpleasantness at the start of his term and focused on what mattered, making a great site for the people who mattered, the members. That is what has shaped the site as we see it today, all the Section Admirals make their mark and Novas will be one to be cherished. He oversaw the diversification in simming and many lost members returned to the site under his leadership, further strengthening it. It is to one of these redeemed souls and our new Section Admiral I hand over to now. Adm. Magellan Lin
The man behind Duke Nova first entered the administration world of Section 47 in 2002 when he was assigned to JAG and the Academy, two new departments recently introduced by CSS. In these roles, Duke Nova distinguished himself as not only a capable administration officer, but also as one who was prepared to go that extra distance. He was also someone who did not seek credit or recognition for his work, but was just happy to help in any way he could. He took a leading role in developing the systems and procedures of the Academy and it is entirely possible that without his input, Section 47 would not have had such a well organized Academy. It was not only the Chief Justice and Academy Commandant who noticed him however and his efforts were quickly recognized by the wider community when on October 26th 2002 he was appointed Ranks Officer. He carried out his new CSS role with the same determination and commitment that he had carried out his junior CSS roles and quickly established himself as a core member of the CSS, someone who could be depended on to get the job done and still have time to do something else. From this point Duke Nova climbed the ranks very quickly, the least that CSS could do considering the important role that he was coming to play in the site. So respected was Nova, that when a leadership crisis occurred in 2003, it was to him that CSS turned and he was elected Section Admiral.
As Section Admiral, Duke Nova has become the pillar of Section 47. Many members have come and gone from the site and from CSS, but Duke Nova always remained as the glue that held everything together. He never gave up and he never backed down from a challenge and it was these qualities that have made him successful as Section Admiral. On three separate occasions he has managed to restore the site after massive security breaches that saw key elements of the site damaged. He has also introduced many new systems and new practices to Section 47, such as introducing php coding and various server moves, and he has made the difficult decisions when they were needed.
Even as Section Admiral he continued to do a great deal of work for the site that went unnoticed and sometimes even unrecognized, as one CSS member very dear to him has put it “He's been the stalwart; the steady foundation we've been able to build a good solid site around”. This is a view shared by many and, the one thing that he has always had from his officers and from his CSS was respect. We all know that no matter what Duke Nova would be there working away, securing Section 47’s future, preserving our site while also expanding and developing it. He is, in short, the best Section Admiral that this site has ever had, and has certainly left me some very big shoes to fill.
