The meeting was called to order by Section Admiral Drew at 2:10PM ESt/7:10PM GMT
Fleet Admiral Elron entered at 2:15PM EST/7:10PM GMT and left at various points throughout the meeting.
ANNOUNCEMENTS
Section Admiral Drew informed CSS that discussions on appointing a new Chief of Communications would take place in the New Year. He also updated them on progress made on matters relating to the previous CSS meeting.
NEW BUSINESS
1. Brainstorming ideas for the future and development of Trivia Only/Inactive Character Biographies (Reckus)
Commodore Reckus explained that she had recently been experiencing problems with the Trivia Only Biographies, and that when she had submitted this agenda item she had been unable to access those biographies. However, in the interim, Section Admiral Drew had been able to resolve the problems that she was experiencing, so after a quick discussion about what the problem had been, Commodore Reckus requested that the item be withdrawn and the meeting moved forward.
This was agreed to by Section Admiral Drew, and no motion was held.
2. Adding Duke Nova to the Hall of Fame (McCormick)
As Fleet Admiral McCormick was not present, this motion was tabled.
3. Review of transferring to Trivia Only procedures (Reckus)
While working on the Length of Service (LOS) awards, Commodore Reckus noticed that a number of people who would normally be considered inactive were still receiving LOS, largely because their COs had not requested they be moved to Trivia Only Status and thus become ineligible for LOSA awards.
There were some suggestions that CSS could impose a time limit on COs, forcing them to transfer inactive crewmembers to Trivia Only if they were inactive for a set amount of time. However, it was quickly agreed that this was actually a matter for individual COs to resolve and that CSS should not interfere in crew management, unless absolutely necessary.
It was therefore suggested that the final Fleet Reports be forwarded onto the Commendations Officer, who would in turn decide if crewmembers reported as being inactive by their COs, but not transferred to Trivia Only should continue to accumulate points for LOS or not. It was agreed that the Fleet COs should send their final Fleet reports to the Section Admiral, who in turn would complete a report on the entire Fleet, which would be forwarded to the necessary CSS members. It was also agreed that the Commendations Officer alone had responsibility for the LOS awards and had the final say in who was awarded what.
It was noted by some that a few COs did not include crew status in their end of month reports to Squad Commanders. It was agreed that COs should do this, so that CSS were aware at all times of members status.
A motion was put forward to this effect, the results of which were:

Motion Passed – All Fleet COs must now submit their reports to the Section Admiral, who will send them to CSS members as needed. The Commendations Officer will use
this information to manage the LOS database and award LOS medals. All Ship COs MUST include a complete crew status review in their reports to Squad Commanders.
PROMOTIONS, MEDALS, AWARDS AND COMMAND ASSIGNMENTS
4. Section 47’s Christmas Honour’s List 2008 (Drew)
Section Admiral Drew had recently asked the CSS to nominate members of the site who they believed were deserving of special recognition for services to the site (either through admin, command or simming) from the past 12 months. These members would then be awarded a medal as part of the Section 47 Christmas Honour’s List 2008.
Several of the nominations received required CSS approval before they could be awarded, so after some initial discussion about individual cases, where it became apparent there was not broad agreement amongst the CSS, it was agreed to vote on each nomination separately.

The reminder of the nominations required only the Commendations Officer’s approval, which was readily given. Section Admiral Drew informed CSS that he would be announcing the awards personally, as soon as the meeting was completed. This was so that members could receive the awards in time for Christmas, rather than wait for the minute’s release.
5. Confirmation of Govan Echal as full CO of the IRW S’harien and promotion to Commander {Captain} (Lin)
Sub Commander Echal’s service as Acting CO of the IRW S’Harien was reviewed, and it was broadly agreed that she had done an excellent job at setting the ship up and was performing well as CO.
It was quickly put forward by the Personnel Officer that she be confirmed as full CO and promoted to Commander (Captain).
A motion was put forward to this effect, the results of which were as follows:
Ayes – 5, with Fleet Rep and Fleet CO agreement
Nays – 0
Motion Passed.
6. Confirmation of Alyana Ryat as full CO of the USS Excalibur and promotion to Captain (Lin)
Commander Ryat’s service as Acting CO of the USS Excalibur was also reviewed and again it was agreed that she had performaed an excellent job with running the ship.
The Personnel Officer recommended that she be confirmed as the full CO and promoted to Captain.
A motion was put forward to this effect, the results of which were as follows:
Ayes – 5, with Fleet Rep and Fleet CO agreement

7. Promotion of Commodore Sonak Reckus to Rear Admiral (Drew)
At this point in the meeting, Commodore Reckus was asked to leave so that CSS could discuss this item.
Commodore Reckus’s service to Section 47 was discussed, and it was noted by many that she had served as a Commodore for a sufficient length of time. Several members also expressed the view that her promotion was overdue. There was some discussion about her work as a CSS member and Alpha Squadron Commander before the matter was brought to a vote.
Motion to promote Sonak Reckus to Rear Admiral:
Ayes – 4, with Fleet Rep and Fleet CO agreement
Nays – 0
Motion Passed.
