CSS Meeting Minutes
Stardate 2401.0530 - Saturday 30th May 2015

The meeting was called to order by Section Admiral Drew at 19:10 GMT.

New Business:
1. Selection of a New Site Executive Officer
It was confirmed at the April CSS meeting that Admiral Carl Torek would become Acting Site XO, following the resignation of Fleet Admiral Lin from the Command Staff. After the month's probationary period, CSS evaluated Admiral Torek's performance in the role. After some discussion, which included issues raised regarding recent affairs on the message boards and a clarification of how new Section Admirals are selected (by a vote of all CSS), it was unanimously agreed that Admiral Torek should be appointed to the position of Site XO on a permanent basis.

2. Selection of a new Site Second Officer
It was confirmed at the April CSS meeting that Admiral Gheskori would become Acting Site SSO, following the resignation of Fleet Admiral Lin from the Command Staff. After the month's probationary period, CSS evaluated Admiral Gheskori performance and agreed that he be appointed to the position of Site Second Officer on a permanent basis.

3. Fleet Revew
Commodore (Rr. Adm. Hon.) Savot gave his monthly report on the status of the fleet. It was noted that several ships had made notable improvements and that there was a more even distribution of posting figures throughout the fleet. It was noted that the USS Excalibur and USS Victory in particular had performed well and it was decided that the USS Victory was most deserving of the Ship of the Month award. With a view to awarding Simmer of the Month, the performance of several officers were discussed including most prominently Lieutenant Nayomi Chavet whose performance, it was decided, merited being given the award.

4. Site Membership Survey and Site Report
Following the distribution of the Site Membership Surveys this month the Acting Site Second Officer reported that only two surveys had been returned thus far. He suggested that completed surveys could be sent to the officers' respective COs and that a summary of the surveys' suggestions be posted on the Command Board for review. It was agreed that not enough surveys had been returned to constitute a comprehensive review of the membership's views by CSS at present and that the matter would be returned to next month.
5. Section 47 Reorganisation/Restructure/Review
CSS continued its ongoing discussion of site reform from the April meeting, where it was agreed that broad changes needed to be made to ensure the site's continuation. It was agreed that CSS would wait for more feedback from the wider membership before decisions regarding fleet reorganisation and site storyline are made. CSS discussed the reorganisation of its own body, site design and posting requirements for COs. The reorganisation proposed on the boards with some modifications was broadly agreed upon, however no vote was held in favour of first increasing the number of CSS members that would occupy these positions. On site design, the Section Admiral stated that a suggested format for administration boards would be posted to the Command mailing list.
• CSS agreed that Ret. Section Admiral (Vice Adm.) Jackson and Commander 1st Class Jamison should join CSS as voting members without set roles until CSS reorganisation was implemented.
• It was agreed that the requirement for ship COs to post every week and not to miss two monthly reports or be subject to a disciplinary (Suggestion Torres) would be enforced, with the amendment that either two consecutive warnings or three warnings in a 12 month period would constitute sufficient grounds for removal of that CO.
Motions to appoint Ret. Section Admiral Jackson and Commander 1st Class Jamison as voting members of the Command Staff and implement Suggestion Torres as above. Ret. Section Admiral Jackson will assume the rank of Vice Admiral for CSS purposes.

6. Nomination for Commodore Savot to be awarded the Captains Cross
For his leadership of the Section 47 Fleet and his continued excellence as Commanding Officer of the USS El Salvador, Commodore (Rr. Adm. Hon.) Savot was nominated for the Captain's Cross award. The qualities Commodore Savot has shown as El Salvador commander were discussed before the matter was brought swiftly to a vote.

7. Nomination for Vice Admiral Steven Smith to be promoted to Admiral
Vice Admiral Smith was nominated for promotion to full Admiral. The Command Staff discussed the Admiral's contributions to CSS, his ship and the site at large. The CSS came to the agreement that for his steady service to CSS over many years, for engaging with web hosts and other sites as part of the effort to further CSS's commitment to reform the site and its direction, Admiral Smith would be fully deserving of the promotion. The matter was brought to a vote.

8. Nomination for Commodore Alyana Ryat to be awarded the Captain's Cross
Due to her continued excellent leadership of the USS Excalibur, Commodore Ryat was nominated for the Captain's Cross. The nomination was discussed by CSS, points made including: the Excalibur has shown significant improvement of late; Commodore Ryat supports three other characters across the boards while maintaining command of a vessel; and, without who Era simming may no longer be part of Section 47. The matter was brought to a vote.

9. Nomination for Fleet Admiral Magellan Lin to be awarded the Roddenberry Star and Proposition to Rename the Captain's Cross the Magellan Lin Captain's Cross
In recognition of his services to Section 47 in the last fifteen years, Fleet Admiral Magellan Lin was nominated for Section 47's highest accolade the Roddenberry Star. For the Command Staff there was no doubt that Fleet Admiral Lin has proven his worth for this award many times over and the matter was brought expeditiously to a vote.

10. Report on Finding New Host for and Construction of New Website
Admiral Smith reported to CSS his progress in locating a suitable host for a new Section 47 website. It was indicated by CSS that for the time being the site would require only a basic functionality, and that simming guides, Biographies, Personnel and Ranks, would be linked from the main site to their respective places on the boards. It was agreed a discussion would take place between the Section Admiral, Site Executive Officer and Recruitment Officer regarding selection of a new web host and website format, prior to construction of a new basic website.
